A GORE-TEX tri-laminate fabric stops rain yet allows body moisture to evaporate naturally. As these Pants were made in 90's era Romania under military contract, the manufacturer felt no need (and was given no requirement) to add a GORE-TEX label or other obvious branding to the garment.
