During WWII, many alpine irregular units adopted Sweaters just like these for keeping the fierce cold at bay. The tradition continued to today, and you'll find similar used by military, security, pilots, hikers, hunters, anywhere a cold draft blows. These particular Sweaters were manufactured for use by employees of the HMPS (short for "His Majesty's Prison System") serving as custodians for those inmates committed by the British courts. Both a real working piece of surplus and an interesting collectible.
