When the Soviet military adopted the AK as the standard service rifle in the mid 20th Century, they wanted a smaller, lighter sidearm to replace the big, heavy Tokarev TT33. That pistol was the Makarov PM, which fired the new 9x18mm Makarov round. The 9x18mm Makarov round delivered plenty of stopping power, and could reliably function in a straight-blowback pistol (which the Makarov PM used).
