They arrived in August 2018.The tool is made of flat steel plates stamped and riveted together. The cutting edge is a flat grind of about 20 degrees. The package included a 6 foot length of 3/8 hemp rope for a lanyard to hang the wire cutters around the neck. A lanyard loop is provided and there is a locking catch. There is no pouch, the cutters were to be placed in a pocket.The wire cutters were designed to be used in the trenches to cut barbed wire. I am not sure how the would handle concertina. The extension handles are inside the regular handles and provide up to 8 inches of extra leverage. They have lots of clearance for mud and rocks and are strong enough to stand up to campaigning while being inexpensive enough to be produced in the thousands very quickly.The cutters I received were NOS and unused. There was some rust and the cutters were very stiff to operate. Some penetrating oil and a shot of lubrication oil and they loosened up. They are in my saddlebags now.

Rated 5 out of 5 by Sgt Ed from Good ShapeReceived two of them, and they are in excellent condition, I lubed them with dry slide, which they needed. I have some empty lots that at one time had a barbed wire fence, and some barbed wire is buried, and some sticking up. A dangerous condition and I plan on cutting away the exposed barbed wire. This also a good prepping tool for what will come in the future!

Rated 4 out of 5 by Richard from well madeThese are forged from good metal and, when folded out, the extended handles provide good leverage for cutting barbed wire with ease. I like the convenience of the fold-up feature (folded they will fit in a tool kit), but wish the fold-out handles locked in place, as they seem to flop closed at inconvenient moments. These cutter are best for occasional use (as they were intended), not for daily fence-building. I am currently using a set of these cutters to remove an old hog wire fence that is grown up in trees and brush, and a non-folding version may have been a better choice. Once done, however, these are going in my Jeep for occasional deployment!
